TNO Ludens Legalis

Ludens Legalis is a prototype developed in 2023 by TNO in collaboration with IX Technologies and Monkeybizniz. The Department of Justice needed a tool to provide insight and explore the challenges posed by the transition to the new Code of Criminal Procedure ( Wetboek van Strafvordering ). The key users for the prototype are the entire spectrum of the Dutch criminal justice chain.

The Case

The Minister for Legal Protection (‘Rechtsbescherming') and the Minister of Justice and Security ('Justitie en Veiligheid') submitted a legislative proposal to the House of Representatives in March 2023 for a new Code of Criminal Procedure ('Wetboek van Strafvordering'). The new Code of Criminal Procedure will have a significant impact on many organizations within and around the criminal justice chain. Therefore, it is crucial that these organizations are involved in the legislative proposals from the very beginning. TNO asked Monkeybizniz to contribute to the design of a tool to facilitate this involvement.

Our Design

TNO created a game using the matrix-game/normal form principle where the users play through real-life scenarios in a digital prototype. Based on chosen collaborations and the sharing or not sharing of information, users are confronted with the changes the new Code of Criminal Procedure and how this impacts their specific roles within the justice chain. Monkeybizniz helped design the user experience, the user interface and all artwork for the prototype.

The Result

The initial play-throughs of the prototype were met with succes. The prototype sparked meaningful discussions between the key actors and gave insights into new dynamics of the transition to the new Code of Criminal Procedure.

In addition, it is a platform to keep and share memories with other young people reminding them that they are not alone. Read more »
